We have a combined 75 year of experience in law enforcement and public safety leadership. Over the course of our careers we have successfully integrated business concepts into traditional law enforcement and private sector safety organizations.

Our business approaches have been reviewed and endorsed by federal and congressional oversight and auditing agencies as well as private sector auditors. This unique approach enabled us to meet ever changing mission requirements and community expectations while exercising fiduciary responsibilities.

We have a unique perspective and experience that was developed and honed during our leadership of both public and private sector law enforcement and higher education organizations.

About the Partners

Daniel R. Nichols

Dan Is a native of Fort Washington, Maryland, and holds a Bachelor’s and Master’s degrees from Johns Hopkins University. His experience in safety, security, risk management, and law enforcement spans forty-one years to include a twenty-eight year career in federal law enforcement

Phillip D. Morse, Sr.

Phil successfully completed his bachelor’s and Masters’s degrees in Management at Johns Hopkins University. He worked his way up in the USCP and eventually was appointed Chief of Police in 2006. Married with a beautiful and successful family his sons were successful baseball players in college and the pros, both were drafted respectively by the Washington Nationals in 2016, and 2018

Achievements

  • Implementation of Multi-Million Dollar Digital, Encrypted, Interoperable Radio System (proposed, requested funding, worked with multiple vendors, and provided oversight) Federal Law Enforcement Agency & a smaller radio project at a Private Sector Higher Education Institution Police Department.
  • Designed & implemented vehicle improvised explosive barricade & blocking, detection, warning, and prevention program.
  • Designed, budgeted, purchases, trained a police departments’ first horse-mounted unit
  • Expanded and improved k-9 explosive detection programs and related threats and introduced Vapor Wake K9 Program.
  • Expanded threat assessment program and placed an agent with the FBI BSU
  • Had US Capitol Police designated an executive intelligence community agency
  • Partnered with DHS to conduct Critical Infrastructure Vulnerability Assessments – University Campus that included a visualization data collection platform.
  • Customized and established physical security standards for safety and security of a university campus enabling consistent application of standards, quality assurance and fiscal savings.
  • Designed university safety and security facility and implementation of counter-terrorism operations.
  • Developed a global safety program to protect students, faculty, and staff traveling abroad.
  • Revitalized 400 police department vehicle fleet saving the department 10 million dollars over 5 years.
  • Created Mission Assurance Bureau
  • Merged two federal police departments.
  • Created new budget force development and management process
  • Established Enterprise Risk Management process.
  • Introduced components of the Government Performance Results Act into budget management processes
  • Designed a manpower, and mission utilization formula, approved by GAO and Congress, to right size the department and calculate overtime budgets versus FTE.
  • Planned large scale national security events such as the State of the Union address.
  • Commanded and managed large-scale emergency events & demonstrations.
